The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the current period. By day, political struggles are fought: positive announcements are released from various governments. Significant resources is expended on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons flew past – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon opened up on a drone close by, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.

Strategic Calculations

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to relinquish the areas that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its benefit in the months ahead.

Opposing Positions

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a entire defensive failure until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their objective will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
